Throughout the ongoing search for Kyron we've asked MCSO, and the Horman family for a scent article of Kyron so our dogs can focus on just his scent.

They refuse.

A missing child how the family and law enforcement failed him.
Growing up, we’re all lead to believe in our local law enforcement and the love and support of our own family.

When a child disappears it falls onto the child’s family to do their part to help law enforcement to bring their child home. It falls on the law enforcement’s responsibility to do the best job they can free from egos and politics to find this missing child and to bring those responsible for the child’s disappearance to justice swiftly.

When the sheriff’s office and family fails to do all they can to find the missing child, shame on all of them. I totally understand that it’s the DA’s call on whether to prosecute certain individuals regarding their participation in the disappearance of a missing child.

When circumstantial evidence is present to prove or disprove active participation and deception in a on going investigation, the DA needs to make sure he or she does his / her job to the fullest extent of the law. And, I understand that some investigations do lead to dead ends.

But it’s the law enforcement’s responsibility to use all available resources including private resources when their own resources fail to produce results. It’s the family’s responsibility to turn over all information to the investigating law enforcement agency so that law enforcement can do their job.

It’s also the family’s responsibility to use all available resources including private resources on their own, should the law enforcement agency fail to find their loved ones. When the family refuses to use private resources to help resolve a case, this brings up some very valid questions.

Over the last 25 years while working with the search dogs we’ve handled thousands of cases. We’ve often brought closure to many of these cases when law enforcement and or the family had failed to find any real clues on what happened to the victim.

On this recent local case I must ask the following questions as a concerned citizen.
Why is the birth father still trying to raise money when he’s already testified in court that his wife “Did harm to his son”? If he know’s his son isn’t alive anymore then what is the money that’s being raised going towards?

Why is the birth mother and birth father refusing to allow private search dog resources to help find their missing son?

Why are they refusing to allow private search dog resources with a proven track record to search around their property?

My heart goes out to these parents. There isn’t a searcher out there who doesn’t feel their pain and anguish. But I do get really discouraged and disappointed when I’ve repeatedly have asked for a scent article of this missing child and they flat our refuse to respond.

When I’ve asked to search around the perimeter of the property where the child lived and am refused.

This makes me ask,”WHAT ARE THEY AFRAID I’M GOING TO FIND?”. Shame on them. This isn’t about me, it’s about finding answers to bring a little boy home.

I’m just making the public aware of what’s really going on. The public should be demanding answers.
If this was my son or my grandson, I wouldn’t care who found him.

Whether it be a police officer, private investigator, family member, friend, neighbor, or a private search dog team. Just bringing closure in this case is what’s important.

Many folks are frustrated with this ongoing case. I’m one of them. Especially knowing that if we were able to have a scent article of the missing child from the beginning,

we could have determined;

What direction the child took from inside the school to the parking lot.
What vehicle the child got into (where it was parked). This would have showed the police if this was a family or stranger abduction. Whether the child was alive, injured, scared, or dead when he got into or was placed inside the vehicle.
Which direction the vehicle went after it left the school. Towards the child’s home, towards a different direct.
And it would have either cleared or directed law enforcement to certain individuals based on SCENT EVIDENCE.

We’ve repeatedly documented findings such as this that have been upheld in other murder kidnapping trials. This is where the DA has failed. He / she should have demanded that the detectives in this case use private proven resources once their own SAR teams failed to find any thing. (Review the Ward Weaver 2002 case for just one example).

A qualified trained search dog can determine if a person that enters a vehicle is under stress, sick, injured, dead, or giving off normal live scent. If the victim was laying around the property dead or in a vehicle used by the family, the search dog will determine this and this gives investigators more information on where to direct their search efforts.

If the child’s death scent is detected in a family vehicle or around the family property, then the family has some explaining to do.

This could have saved the tax payers $250,000.00 dollars in an ongoing investigation that so far hasn’t revealed any real evidence.

Is it disturbing that two women who knew the missing child purchased untraceable disposable cell phones before the child disappeared raise any red flags?

It is disturbing that these same two women can’t / won’t account for 1 and ½ hour of their time the day this child disappeared?

Is it disturbing that both the birth mother and father of the missing child are still raising money to bring home their son even though they totally refuse to cooperate or use private resources?

Where’s the accountability for all the money raised? Is the Oregon DOJ auditing their 501C3 files so that the public who has donated thousands upon thousands of dollars knows how and where their money is spent regarding the search for this missing child?

If I must be accountable for every penny I earn and spend then why are they so different?

My prayers are that this child is brought home alive and safe. That the law enforcement agency handling this case can locate this child and bring the suspect(s) to justice.
My experience says this probably won’t happen. FUBAR.

For the record. So that the public is informed.

Since Kyron Horman went missing, and we became involved in the private search efforts for Kyron, Kyron's family has refused repeated requests to give us a scent article so that we can help bring him home. This includes request made to Kaine, Desiree, Terri, and other family members.

I can't begin to understand why they would refuse our repeated requests, when they keep going on TV begging for someone to help bring Kyron home.

We've had over 1,300 private request from the public for our team to get involved. Because of the repeated request by I.K.9.S.A.R.S. for a scent article and the Horman's repeated refusals, I've asked many of my readers to contact the Oregon Dept of Justice and ask the DOJ to audit ALL FUND RAISING EFFORTS on behalf of Kyron Horman.

I for one would like to know who is bringing in the money, how much has been spent and for what? The MCSO has made posters, so the hormans can't be spending $ on posters. Everyone can make their own posters off the internet. So again where is this $$ going?

This case isn't about money. It's about finding Kyron and bringing him home. Dead or alive. Bringing closure to this case for all of the nation. Not just the Hormans.

Why is this family still refusing to allow outside resources to help them find their missing child? In 25 years of K9 SAR work, I've never ever seen this happen before.

Generally I have the missing persons family, their friends, knocking on our door 24/7and calling us daily to join us in our search efforts. Giving anyone and everyone the scent articles in hopes they may be successful in bringing home their loved one.

Also, why haven't the Horman's been out there by our volunteers side searching for their missing family member? This doesn't make sense to me or any one else who has been out searching. Everyone keeps asking me this question. I have no answers to this.

Some question our credibility. In 25 years even if I've found one person dead or alive, this makes me a credible dog handler. Here are my court accepted stats regarding missing persons. Our unit and myself are credibile above reproach. Here's the break down, all documented, and all accepted in the courts of law.

Since 1986 I've received over 1,650 Missing Person Calls from around the world. For missing children and adults. I've performed 103 Consulting cases re: the missing person calls.

I've performed 1,439 search and rescue missions regarding missing persons.

I've documented through law enforcement and the US Govt, 176 Direct live Finds of missing persons.

I've assisted the LE and Govt and private families in finding 130 live victims.

What this means is they turned to me and through my experience, expertise, and search dogs abilities we directed the govt, LE and private search teams to a particular area which helped them find the missing person alive.

I've located 304 humans dead. I've assisted the LE and Govt and private families in finding 70 dead victims.

Total Finds and Assist Finds Humans 680.

Again all these cases are documented by date, times, locations, names, places, agencies and have been reviewed by the Dept of justice, local law enforcement and other agencies and has been authenticated.

The remainder cases I've consulted on, worked on has been for evidence, missing pets, etc.

So my question to Kaine, Desiree, and the rest of the Horman family. What are you so afraid that I will find if you give me Kyron's scent article and allow me to search the Horman property?

Everytime I bring in one of our search dog teams near the Horman property, the search dogs indicate a "Death alert". We've not been allowed on the Horman property.

The access road that led us to this area is now chained shut and padlocked so no one can go in there. Why after four months has this been closed off to us?

I've asked Multnomah County Sheriff's Department to allow International K9 SAR Dog teams in on the Horman property with a scent article. No response.

I've asked MCSO to allow our search dogs who are forensically trained to detect dead human scent on the hormans vehicles used the day Kyron disappeared. No response.

I've asked Multnomah County Sheriff's Department to bring in a confined space camera system and search the water drainage tubes at the top of MP 2.5 and MP 3. up to the Skyline school off Corneilius pass road. This drainage area and tubes run down to the old railroad tunnel entrance where 3 search dogs repeatedly give "Death alerts" on human cadaver scent. Since we don't have Kyron's scent, I can't say it's Kyron but I will say he's the only person that I know if that's missing in this area.
Again no response from MCSO.

So there are a lot of unanswered questions. Why are the suspect(s) in this case still being allowed to roam free?

I hope that there will be closure on this case some day. I hope the nation gets some honest answers to all the questions everyone is asking. MCSO owes the public that much.

He developed the formula years ago, but he's kept it up Christopher Walken's ass all these years until it was ready :)

Practice what you preach. I did tonight and we got a child home safe.

We saved a small child tonight. No it wasn’t KYRON.

I needed to distress so I went to the Longview, Wa. Music in the Park.

There were approximately 500 people there enjoying the music.

I was sitting with an older crowd, when a small 3-1/2 year old little boy walked by crying and looking around. No one stopped him and offered to help him. They just stared at him.

I asked him if he was ok? He stated, “he couldn’t find his grandma”.

So I asked him to sit down with us and told him to stay in our group and not go anywhere and we would help him find him family.

He was of course a little reluctant at first. We are strangers to him and he was scared.

I got the attention of the group sitting at our table and informed them that I was with Search and Rescue and we have a little lost boy here. That I didn’t want to take him by the hand and walk anywhere with him as someone might get the wrong idea and think I was the “Bad guy”.

A few of the older women were a little taken back that I would ask them to take time from their picnic, but once I explained the circumstances they finally said, ”OK”.

I then had one of the older ladies and myself escort the little boy through the crowd of folks up to the main stage and we had the announcer ask for the boy’s family to come get him.

Of course within about two minutes a little girl about 9 and her grandmother made their way up to the front of the crowd and we had a happy safe reunion.

After so many days of the frustrating search for Kyron, this was a happy ending for one small child.

I practiced what I preached. Over the last 25 years one of my jobs in Search and Rescue is teaching my Help Us Find You Search and Rescue Child Safety program.

This program that I developed from scratch has documented saving 16 lives to date that we know of.

I teach children of all ages what to do if they get lost, how to stay alive, and how to Help Us Find them in the city, wilderness, or during and after a disaster.

I talk about stranger danger, staying away from firearms, poisons, and strangers. I also talk about how to find a SAFE Stranger when they are lost. Not to go anywhere with them but to have a few adults gather around the child to protect him or her. (And yourself from any weird allegations).

Then have one of the adults call 911 or in the case make a public announcement.

Parents need to talk to their children about “Stranger Danger” but they also need to let the child know that there’s good men and women, in and out of uniform that can help them if they are lost. Generally another mother or father in the area with kids at the park or on the street would be a good person to approach if lost or injured. Or a public employee. Mail man/woman, police officer, fireman/woman,
A bus driver or max operator for the public transit system, an employee at a restaurant such as taco bell, McDonald’s or a gas station.

Our program has won the KPTV for Kids Sake award along with numerous other public recognition awards.

Over the last few days we've received hundreds of emails and calls asking me
“If we're still working the search for Kyron?”.

The answer is YES.

Until M.C.S.O., the FBI, or someone brings Kyron home, we'll continue our search efforts as time allows.

The next question I get is asked is, “Is Kyron dead?.

My response is “NO”. Until he is found, I'm working on the aspect that he's very much alive.

The next question I'm asked often is ,”Has the Horman family given us a scent article to work with to search for their missing family member?”.

The answer is NO.

The next question I'm getting a huge response is "Your comment to the news that "I don't have any confidence in the K9 SAR teams of Oregon". Why did you say that?

See my former blogs. I have allot of confidence in the search and rescue coordinators and the ground search teams. The horse teams, the divers, the helicopter teams and the Mountain Rescue Teams.

But I absolutely have NO confidence in the Volunteer K9 SAR Dog teams from Oregon. Why? To may times we've gone in privately over many years on behalf of the victims’ family and found the missing person dead in their original search areas.

I’ve listed 6 victims on my blog we've found dead when the Oregon Search dog’s teams told the sheriff's office coordinators "They found nothing". Not only does this embarrass the sheriff's offices but really stresses out the family knowing had we been called in initially, we might have had a chance of saving the victims lives. All documented. Dates, times, locations etc.

The next question I'm getting is, “Why don't I go on KXL Radio and defend myself as their DJ's and guest speakers are bad mouthing me continuously?.”

My response is this. The Portland public knows I'm 100% credible.

I’ve served the community for over 25 years. After the Ward Weaver - Ashley Pond - Miranda Gaddis case in Oregon City, Ore. 2002, this blew the credibility of the very same people who were, and still are bad mouthing me and my search dog teams.

I'm not going to lower my standards and play their silly little BS Games.
I'm busy looking for a missing child.

Why don't they shut up and get out here and help me if they are so good at what they do?

Another comment someone asked is,” Why are you telling everyone what you are doing each day on the search for Kyron? Isn’t this going to tip off the “Bad people involved in his disappearance?”

My response is, “ Good question. Kyron belongs to the Horman’s. But, he’s also a child from Portland. When someone takes a child of Portland, we Portlander’s
AKA Oregonians want him back safe. Now that we have more information, I will NOT be making daily reports to the public, as I do not want to compromise the investigation.

When we find Kyron, our first call will be to 911.

1000hrs. SAR Dog Elly and Handler Cher worked the houseboat area and alerted the same area as did Willow and Tyler on 06-30-2010. Met the boat operator at 1000hrs. Worked the waters off the shoreline from the house boats Willow, Tyler and Elly all went ballistic “Death alerts” same area. Search the rest of the shoreline visually found nothing. No other alerts in any other areas.

My readers must understand something from this point on.

I am volunteering my time an and services to look fo rKyron.

I'm not getting paid. So what this means is like everyone else, I must work my regular job in K9 SAR to bring in money so that I can on my free time continue to work the Kyron case.

The ONLY reason I got involved in the Kyron case was because I received over 1300 requests for people around the world for me to get involved. And of course my heart goes out to Kyron and his family.

I'm doing this search for Kyron. Not for TV Coverage, I've not once contacted any of the media regarding our search except to return their calls to me.

A search costs money. It's time away from paid search calls, fuel, meals,
equipment needed etc.

I appreciate the two donations we've received to the Kyron Horman search committee. Every little bit helps pay the expenses.

That being said, this is still the Mult. Co. Sheriff's investigation and I will NOT hinder or impede their investigation for any reason.

The Human remains scent our search dogs are alerting on leads me to believe because of the location and other information that has come forward that there is less then a .01% chance this is Kyron.

It doesn't fit the search profile or other information that has come to light in our search.

It is a very dangerous area for divers to dive in. Cables, ropes, moving logs, etc. I'm going to bring in an underwater camera system some time next week.

We don't want anyone to get injured or killed trying to recover a body anywhere. It's not worth it. So to all those who are screaming they want the body recovered right now, I'm saying we don't know whose body this is the dogs are alerting on.

It could be a suicide, an elderly person or something completely different.

It could be as small as body part like a finger or ear that while decomposing in the water may have broken off from it's source and worked its way through the currents down to where the dogs are alerting yesterday and the day before. Yes the search dogs noses are that sensitive. And as mirky as this water is a diver could swim right over or under it and not see it.

We are still working on the case as best we can without a scent article.
I said from the start that without a scent article I have less then a 3% chance of success at bringing closusure to this case.

There's 5000 acres of land, water, rivers, marsh, ponds, wilderness and fields yet to be searched. We need helicopter support and other resources; but just not yet in our efforts.

I'm not going to bring in thousands of people to trample all over any possible clues, evidence that may or may not be out there.

Anyone can go out and walk where ever and look themselves.

I welcome them doing so. But I’m not going to be in charge of any kind of massive search like that as it’s too much liabilty.
If you do go out around sauvie island this weekend I ask that you look around the shoreline carefully as the water level has dropped 5 feet from the time Kyron disappeared and his remains or evidence could be entangled in the brush, sticks, logs, etc. If you find the clothing that the sheriff's office has posted in their posters, please call the sheriff's office to come inspect it. Don't touch it.
Let them decide if it's what they are looking for or not.

We did the Kyron Horman search by boat today around Sauvie Island.

All three search dogs alerted on a DEAD HUMAN Scent in the water at the marina.

In NO WAY am I saying this is Kyron.

Since the family refuses to give us Kyron's scent article, all we can do is use psuedo scent which smells to the dog of decomposition.

Remember search dogs don’t know how to lie. And; we had two witnesses to our searches today.

This is a dead Human but it could be a suicide, accidental drowning, homicide, or someone's rotting body other then who we're looking for.

If I had Kyron's scent our search dogs are trained to discriminate and ignore all other scents. Then I would be able to say either yes this is him or NOPE it's not him.

Now do we think someone took him and dumped him under a boat deck? No not at all.

My feeling is someone had an accomplise and two things could have happened.
1). A bad evil person took him and passed him off to someone else how did
him harm. Or,
2). A bad evil person took him and did harm to him on their own. Or,
3). A bad evil person took him, passed him off to someone else and that
person took him to Arizona or Mexico and sold him to someone.
So here’s what I’m saying. We do have three qualified (we don’t call them certified as in Oregon their certification doesn’t mean crap to us).
The oregon search dog instructor certifier has discredited himself over and over again to where he holds absolutely no credibility to anyone who works a search dog.

You can listen to him make stupid statements such as “Harry Oakes being a FRAUD”.
This quote came from the Radio station KXL radio station today from reporter Chris Brown.
Well let’s let the readers and radio listeners decide who is really the fraud here.
This idiot who works a search dog and does searches for the Oregon State Sheriff’s Association, has bragged for years that ,I “Harry Oakes is a total fraud”.
Yet this is the same idiot who told the FBI and Oregon City PD that there were no bodies buried on Ward Weaver’s property. And everyone knows through Datelines NBC documented and researched story called “Into thin air”. showed Harry Oakes with SAR Dog Valorie and Michelle Keating with SAR Dog Yogi documented finding Ashley Pond and Miranda Gaddis remains buried on Ward Weaver’s property March 30, 2002.
During their TV show MSNBC even showed the viewers a copy of my report I wrote to the FBI and OCPD on March 30 2002, showing where Ashley Pond’s body was buried under the cement and when the FBI and OCPD dug up her remains in Aug. 2002, this made me the most credibile search dog handler in the world. It was all documented on TV. Now who is credible and who isn’t? Who is the Fraud here? Certainly not Harry Oakes. Harry said the bodies were there and that’s where the FBI and OCPD recovered them.
This is the same idiot’s team which was used on the DELA CARLSON search in Clatsop County, Ore. Who said she wasn’t there. We found some of her remains after the OSSA teams pulled out. (We found the remains in front of the victims family). All documented.
Let’s ask Brian Harris family in Clark Co. Washington and the Sheriff of Clark county who found Brians remains after OSSA and Washington Search dog teams failed to find him. It was Harry Oakes’ search dog teams.
This is the same idiot who whose teams (OSSA cert. Dog teams) were used to search for 3 days for Eli Kelt in Albany, Ore. Let’s pull the police report and see who the sheriff listed as finding Eli’s remains with his search dog. It wasn’t the idiot who is bad mouthing Harry. It was Harry with his search dog Valorie and Michelle with the search dog Rusty” that she was using at the time.

Or how about the missing child in Oaks Park. Jessica Nicole Clark. This same idiot and his search dog teams walked around for 3 hours in front of the media and told the mother and Mult. Co. Sheriff’s dept. they couldn’t find the little girl and once the search was called off, Harry Oakes with SAR Dog Valorie located the little girls remains in the Willamette river under the boat dock in less then 30 seconds of searching. Harry reported this to Portland Fire Bureau and Portland Police as well as the little girls mother. This in front of Dr. Untiz a witness.
Let’s pull the Portland Police Report and call the child’s mother. She witnessed the search and the recovery effort the next day of her little girl’s body where Harry and his search dog said her little girls remains were.

The list goes on and on. If the courts give Harry Oakes full credibility, then that’s all that matters. Not some dumbass who is jealous of Harry’s success.
Everything I’ve said can be researched under the freedom of information act. It’s public record and all documented.
Again I’ll repeat myself over and over again when this idiot or others like him, open their mouth with dumb statements to the media like what was said to KXL.
Here’s my statement to this idiot and others like him. “I have never seen you in the rubble piles in the Oklahoma City Bombing disaster. I was there”.
“I have never seen you in the rubble piles in Honduras, Turkey, Phillipiines, Northridge Earthquakes. I was there”.

Today I took SAR Dogs Willow and Tyler to the boat houses (homes) on the South West side of Sauvie Island and performed a cadaver search. Since the Horman family refuses to cooperate with us and give us a scent article belonging to Kyron, the only type of search I can do is an area by area check using cadaver scent.

The problem with this type of search is that the search dogs will hit (Alert) on any human scent coming from the water. Anything from a sock, shoe or other piece of clothing discarded in the water to actual human remains.

If we had Kyron's scent article then they (the search dogs) would only alert on HIS Scent and no one elses.

Tomorrow we're bringing a second search dog team to search a specific area that both of my search dogs alerted on today.

Mrs. Deborah Knowles has taken on the responsibility of trying to find people to raise money to cover the search costs for all the volunteer efforts involved. She's also been tasked by me to act as the go between between volunteers and our office. Mrs. Victoria Greyh has also taken on the task of raising funds for the Kyron search. As I am not, nor will I be involved in any way in the fundraising, or handling of the funds, I support Mrs. Deborah Knowles and Victoria Greyh's assistance in handling this matter as well as the other jobs that need to be assigned. These are the only two people we've authorized to assist on the private Kyron Search. This way I can concentrate on the search aspects of this case. And, no one can wrongly accuse me of doing this search for the money. We're starting our search today for Kyron Horman

On 06-28-2010 International K9 Search and Rescue services will be entering the PRIVATE search efforts for Kyron.
No one has hired us. We're just sick and tired of the local teams not getting any results.

Without the family cooperating with us to give us a scent article we have less then 5% chance of success. We'll be using cadaver scent.

We've received over 100 request by email and telephone calls asking us to get involved.

Since the family of Kyron refuses to help us help them, and the sheriff's office refuses to bring in private resources, we're doing this ourselves.

I've made the decision to go search areas that are open access to the public on my own.

The last time I did a search in Mult. Co. for a missing child two deputies from Mult. Co. SO grabbed me by my arms and escorted me in front of the missing child's family OUT of the search area even though PORTLAND POLICE asked me to come in. I was threatened with arrest if I returned.

So I waited until they were done three hours later. They found nothing. I went in in front of the mother and found her daughter dead in less then 30 seconds. In the search area.

She is my witness along with a doctor of vet medicine who witnessed the event and another dog handler. Here’s the case file.
08-10-97 97-1056-133(A). Mult. Co. Lost Child. Jessica Nicole Clark, (Victim). WFJ. age 4. Last seen wearing a yellow one-piece bathing suit with "tweety Bird" in front and "Sylvester the cat" in back. She has dark blonde hair, blue eyes, 3 foot tall, 35 lbs. Missing from Sellwood Riverfront Park on the beach by the dock since approx. 1400Hrs. on 08-10-97. MCSO used the same K9 search dog team as listed above in failing to find the other victims. They went public after they couldn’t find the victim.
We were called in by Portland Police bureau. But MCSO had the case. So we ended up there privately on the mother’s request and located the child’s body in less than 30 seconds with our own 2 dog teams. Both of our search dogs alerted in the water.

The child was recovered the next day as her lifeless body popped out from under the boat dock in front of children playing nearby, right where we told MCSO and PPB that’s where the victim was. They ignored our findings and paid the price of embarrassment.
One more oops to list.
And of course the one that made the news where we embarrassed the FBI and Oregon City PD. Ashley Pond and Miranda Gaddis and another “Jane Doe”. March 2002 we located all three remains when the FBI and Clackamas County Sheriff’s Dept and Oregon City PD had completed over 7 documented searches on and near Ward Weaver’s property and publicly stated, “There was nothing there to be found”. This again with the same search dog teams that failed to find the above listed victims.

We came in on behalf of the National Missing Children’s locate center of Portland, Oregon and found 3 bodies, not two. The media gave us full credit for the Ashley Pond and Miranda Gaddis findings. (Note) the FBI refused to dig up her remains when we sent them our report March 30 2002. It wasn’t until Aug 25 2002 under public pressure they finally went in and dug up the cement slab and recovered Ashley’s remains. They also recovered Miranda’s remains and said absolutely nothing about the third body we located. Nor would they ever give us any credit for our documented findings.

MSNBC Dateline TV show “Into Thin air” gave us 100% credibility.

So now you can understand that Politics and Egos repeatedly cost people their lives and fail to find the missing.

Two weeks ago a four year child found a missing Alzheimer patient dead in some berry bushes in Molalla, Ore. Three years after the victim disappeared and the Molalla police dept. “bad mouthed” our teams to the family so they wouldn’t use us. Now how bad it that? A four year old did the job the local sheriff’s and their SAR resources failed to. Again the same SAR Dog team that has failed over and over again was used on the original search for this older woman.

When do we say “ENOUGH IS ENOUGH”? When does the public ask the sheriff to, ”ALLOW the family to call in PRIVATE RESOURCES IN to assist in the search”? If this was your son or daughter would you want us to wait a week or two or would you want us in right away?

So if they threaten me again, I will work within the law to do what I can.
But there are some bad feelings between us regarding SAR.

What would be nice if there was a credible person or group of credible persons to raise money and manage the money to cover the cost of this search.

I want absolutely nothing to do with the handling of the money.

Since I'm NOT A NON PROFIT and in fact a for profit and since the family of Kyron doesn't want to bring me in then the I will end up paying for my own expenses.

It would be nice if I could have a resource to turn to where I would submit my receipts for expenses paid for the search, then the group can make a group decision on whether they will reimburse me or not. This way I have no control over anything but my own search efforts.

This also prevents certain search teams and certain cops in Oregon trying to pull their usual crap and making false statements about me taking advantage of anyone in their time of need.

I'm donating my time and efforts. But this is going to be a costly search in regards to fuel, meals, travel, and some equipment needed. I can't ask for donations, as we're a FOR PROFIT search team.

Over the last week I’ve received dozens of emails and telephone calls asking if our teams were involved in looking for missing 7-year-old Kyron Horman. The answer is No not directly.

We’ve made offers to the sheriff’s office of Multnomah County, Ore. And to the family indirectly through face book contacts. All have been ignored or refused.

(Read my blog on Politics and Egos then you will understand why).

Having coordinated and worked over 7,800 cases around the world over the last 25 years, I have an extremely high rate of success at either finding the victim or finding out what truly happened to the victim.

Here’s the suggestions I submitted to MCSO on how I would have conducted the search for Kyron.

We’ll see if they listen to any of my suggestions.

Day# 1.
1). Search school. Physically check all lockers, dumpsters, storage sheds,
Crawl spaces. If the school has a burner (Old schools use to burn all of their garbage). I would have inspected that.

2). If the school has a security camera, pull the tape video and inspect it for Kyron leaving.

3).A. Interview the family, teachers, friends. Build a missing child profile.

3.B. Bring in a qualified forensic search dog team to search the persons vehicle last to have seen Kyron.

If something bad happened and the last person to see Kyron was involved, Kyron would have emitted a Stress scent if injured and a death scent if killed. This transfers onto the suspect(s) clothing, feet, and everything they touch. Gas pedal, floor mat, clutch, brake pedal, inside the vehicle, their shoes, gloves, etc. If the forensic search dog obtains a positive stress or death alert, this gives the detectives probable cause to obtain a search warrant and perform forensic examination on the vehicle(s) clothing, tools, where the dog hits. Inspect for blood, body fluids, etc.

4). I would have brought in a qualified tracking (K-9) team to see if Kyron’s scent leaves the school headed into the parking lot, down the road and in which direction, or down any nearby trails to determine direction of travel and high probability of the search area.

5). Although Kyron doesn’t meet the criteria for an Amber Alert, 1,000,000 eyes are better then two. I still would have broadcasted his missing info. The Amber alert system works. What would it hurt?

6). I would have a cadaver trained search dog team search the area especially the dumpsters and lockers for an alert. If his remains were tossed in a dumpster, and if the dumpster had already been emptied. Then find out where the trash was dumped and take a search dog team and sifting team to the dumpsite and sort through the debris at the landfill to find evidence of why the dog is alerting.

7). Bring out the SAR dog teams BEFORE you bring out ground search teams. You don’t want to contaminate your search area for the search dogs. So you let the dog’s fan out. If one of the dogs alerts, then you bring in your ground resources and search the area where the dog is alerting. Not after 200 searchers have trampled the area and destroyed most of the scent trail.

8). Have your ground search teams focus on nearby areas of probability. Homes, sheds, garages, rv’s boats, campers, trailers, dog houses, barns, any place where a child might hide or be stashed, or dumped. Also check creeks, lakes, ponds, parks, etc.

9). Pull the school’s computer(s) hard-drives where the children can get online (usually the library) and have a forensic evidence team research any chat rooms, emails going out, coming in, etc. for clues.

Day# 2). Put all family members on polygraph to rule out their participation in the child’s disappearance. Also re-interview teachers, and staff of the school.

Expand your search with your ground teams and air teams to a 10-mile radius. Not two miles. The 2 miles is the areas of highest probability. A small child can walk in this type of terrain up to 6 miles a day if not more. Check all rugged canyons, hillsides, and rock quarries with your Mountain rescue rope teams. Have the helicopters equipped with FLIR run the drainage areas and open fields at night and early morning for heat signatures.

Do your full-scale call out of the teams in adjoining counties, states, pull in your federal and state resources. FBI, national missing children’s locate center, the American Red Cross and Salvation army for feeding. Set up base camp.
Start running your incident command system on a full-scale search.

Bring in your horse posse. They can sit up high enough to see what a lot of folks might walk right by.

Bring in more search dog teams, man tracking teams, profilers, and investigators.

Investigators. Having worked the polygraph and interviews might want to view the telephone records, investigate calls coming in and going out. Under the new system of satellite surveillance, if you leave your phone on, the telephone company can track your movements. Get a search warrant on the families and friends telephone records and view their movements. Send in search dog teams and searchers to the areas where a person of interest might dump a body.

Continue to work the clues, evidence, and search. Follow up on all leads.

Day# 3. Have another team of search dogs check all ponds, lakes, and water sources. Dry and wet wells, construction sites. Septic system area. Ravines. Areas where a child might fall or crawl into and get into trouble.

Start bringing in cadaver dogs or dogs cross-trained for live and dead human scent as our search dog teams are trained in. Give the search dog the missing child scent. Don’t use pseudo scent. This way the dog will only alert on the child’s scent and nothing else.

Inspect all wild animal feces in the area. If a cougar, coyote, bear, or wild dog got the child. They will consume the body parts. Within 3 to 5 hours the predator will poop the human remains out. The search dog will hit ALERT on these remains. That’s how we’ve found evidence before on a missing woman in Clatsop Co. Ore. (Dela Carlson search) as well as others we’ve looked for. The search dog handler should note the date, time, location, GPS location, compass bearing from PLS, and recover the feces for forensic inspection.

If you find human hair, fingernails, clothing etc in the feces, then you know
The child is dead, the child is within a 5-mile radius. Then you focus your search on all animal trails in the area. Coyotes and cougars and bears are lazy eaters. What this means is that they will walk the path of least resistance and this is where the ground searches should be focused.

Day# 4.
Bring in fresh sar teams, dog teams, coordinator. Debrief on a daily basis.
Searching for anyone is stressful. Searching for a child is physically and emotionally draining. Bring in professional debriefing teams for the searchers.

The search dogs will get depressed after a day of searching so it’s important to end the search on a quick “Runaway search”. Where the dog is given a scent of a another searcher. The searcher goes and hides and the dog ends the day with a successful find. (this won’t confuse the dog for the next day’s search.

In our waters, the water is cold. Average temp is between 43 and 57 degrees. It takes a body between 48 hours and 10 days to surface should they be a victim of drowning. So it’s important to use your helicopters and search dogs and dive teams in the water sources to inspect and re-inspect the search area water sources.

During the ongoing investigation the detectives should continue their interviews of family, friends, known registered sex offenders in the area, etc.
Follow up on the leads.

So this is how I would have run the search. The suggestions are highlighted in BOLD print and underlined. Hopefully the search teams will bring closure to this case soon.

When all else fails then allow private resources to be used on behalf of the family.

Another missing child. What the parents need to know.

The search for KYRON HORMAN.

When I saw the news the other day about a small little innocent 7 yo boy missing from his school, as any parent, grandparent my heart went out to his family and friends.

Then as I watched the sheriff’s office use their local resources
I became concerned. When I expressed my concern to my friends, some including my own family members jumped down my throat for being so critical.

We’ll let me educate everyone about the “facts and nothing but the facts” as an actor called “Detective Joe Friday use to say on the TV Show Dragnet”. Then and only then maybe they will understand why I’m so angry, disappointed, frustrated and upset.

Now for those who became upset at my email, I must ad not a single one of them have been standing by my side over the years when I’ve had to put dead decaying human remains, somebody’s child, in a rubber body bag. All the time fighting back the desire to vomit from the site and stench.

Nor have they had to look into the victims families eyes and tell them their son / daughter / mother / father isn’t coming home anymore. This after the local sheriff’s office used their own RESOURCES and failed to find the victim in the original search area. This after we went in privately and found the victim dead in the ORIGINAL SEARCH AREA.

Now I’m not putting down the resources used by the law enforcement.
What I am saying is,” that if this happens once, shame on the search teams who failed the family and more importantly the victim”.

”If this happens more then once, which it has 9 times in one year alone, then shame on the sheriff’s office for allowing the resources to be out in the field not trained properly. And shame on the sheriff’s office for not allowing private resources in after their initial search teams failed to find anything.

Shame on the public who sees this in the newspaper or on TV for not forcing the state legislatures to pass laws forcing the State Sheriff’s Association to use private resources when all other resources have failed to find the victim.
What does it hurt? The sheriff still gets credit for the recovery of the victim(s).

Gee is it ok for the sheriff to spend close to $750,000.00 dollars in tax payers money to find a missing child? Or would it be better to have the sheriff conduct a 3 day extensive day and night search, then allow a private resource who over the last 25 years has proven themselves over and over again and spend less then a $1000.00 dollars to find out what really happened to the child? (Often I donate my time, own money, and efforts to find missing children).

This isn’t just a problem in Oregon. It happens all around the world. Why?

Politics and Egos. It happens on all levels, county, city, state, and federal agencies. (Remember Hurricane Katrina). FUBAR.
How many innocent animal and human lives were lost there?
Can’t we learn from our mistakes?

Now make a note. Everything I’ve said is DOCUMENTED and can be produced in the courtroom for examination to prove the honesty of my statements.

Background.
I grew up being taught that “honesty is the best policy”. Raised in the military I am use to a chain of command. Include 4 years in the cub scouts, 4 years in the boy scouts. 3 years in the Multnomah County Sheriff’s Law Enforcement which included “Search and Rescue Explorer programs. Then ad 3 years of US Army Military Police, 12 years in Law Enforcement, some working as a search and rescue coordinator, 25 years as an EMT. 38 years combined working and teaching in all aspects of Search and Rescue. 9 years with Mountain Rescue, 25 years with search dogs. Having taught to over 6,500 teams around the world and personally worked 7,878 cases to date since 1986, I do have the credentials to speak my peace with authority.

When a child is missing as in this case, it’s the schools job to conduct their own search, then call in law enforcement who uses their own trained resources. When they can’t find anything after the proper use of search dogs, man tracking teams, helicopters, police dogs, ground search teams. Then they pull in more resources. Which in this case they are doing. The FBI has been called in.

Now we all want to believe in our government and sheriff’s office. Having worked with both agencies within the system for over 23 years and outside the system for 15 years, I still believe that most Law Enforcement agencies are honest.
Having said this over the years I have put cops in prison for murder and have proven to the FBI having worked with them on 4 missing persons cases around the world and was able to provide answers and evidence to support our findings so it’s not that I don’t have credibility, because I do.
(It’s all documented).

The issue again is Politics and Egos. Those two issues have killed more innocent people then any other issues regarding search and rescue.

Credibility.

This has been validated by the district attorney’s office when I’m called in as an expert witness on kidnapping and murder trials.

Many families have been so frustrated with the local law enforcement and federal law enforcement’s lack of response that they have hired me to respond privately and help bring closure to their loved one’s case.

Why doesn’t the sheriff’s office and FBI use PRIVATE Search and Rescue RESOURCES?

When I worked with and for the sheriff’s office, I was used all over the state of Washington and Oregon and in some cases in Nevada, California, Oklahoma, Tennessee and Arkansas to name a few. As well as in countries such as Canada, Philippines, Armenia, to name just a few.

Then after some sheriff’s refused to use search dog teams and other SAR resources properly and because of this, caused the victim’s their lives, no one would speak up for the victim’s sake. Well I did after Sheriff’s in Oregon allowed several children to die needlessly.

Victims have names.
Nathen Madsen missing in Klamath Falls, Ore. I directed my search teams in after the sheriff’s refused to use search dog teams. The Oregon State Police report will show my search dog team member Bill Galowski with his search dog Lady found Nathen’s remains after over 2000 ground search teams in their 9 months of searching failed to find anything. It took our teams less then 16 hours. It’s my opinion that we could have saved Nathen’s life had we been called in immediately. I coordinated the private search effort that got results.

Peter Rudge missing in Portland. I was hired privately by the family and was able to direct police to the kidnapper and their location. This after the police failed to find anything.
Eli Kelt Linn County. We found him dead in the search area. Drowned in a small pond. This after the local sheriff spent 4 days and nights looking with dogs, helicopters, and ground teams and found nothing.

It’s not just the young missing children that we’ve found in the original search areas. Our list includes some older folks as well. Dela Carlson Clatsop Co. We found enough remains for the State Medical Examiner to sign a presumptive death certificate based on our findings. This after the local resources including the same search dog team used to search for KYRON HORMAN failed to find anything again in the original search area.

David Wahl Clatsop Co. I found David's remains with two telephone calls.

Mariah Pelker Marion County. And the list goes on and on.

Here’s an example where Multnomah County ended up with egg on their face.

08-10-97 97-1056-133(A). Mult. Co. Lost Child. Jessica Nicole Clark, (Victim). WFJ. age 4. Last seen wearing a yellow one piece bathing suit with "tweety Bird" in front and "Sylvester the cat" in back. She has dark blonde hair, blue eyes, 3 foot tall, 35 lbs. Missing from Sellwood Riverfront Park on the beach by the dock since approx. 1400Hrs. on 08-10-97. MCSO used the same K9 search dog team as listed above in failing to find the other victims. They went public after they couldn’t find the victim.

We were called in by Portland Police bureau. But MCSO had the case. So we ended up there privately on the mother’s request and located the child’s body in under 30 seconds with our own 2 dog teams. Both of our search dogs alerted in the water. The child was recovered the next day as her lifeless body popped out from under the boat dock in front of children playing nearby, right where we told MCSO and PPB that’s where the victim was. They ignored our findings and paid the price of embarrassment.

One more oops to list.
And of course the one that made the news where we embarrassed the FBI and Oregon City PD. Ashley Pond and Miranda Gaddis and another “Jane Doe”.
March 2002 We located all three remains when the FBI and Clackamas County Sheriff’s Dept and Oregon City PD had completed over 7 documented searches on and near Ward Weaver’s property and publicly stated “there was nothing there to be found”. This again with the same search dog teams that failed to find the above listed victims.

We came in on behalf of the National Missing Children’s locate center of Portland, Oregon and found 3 bodies, not two. The media gave us full credit for the Ashley Pond and Miranda Gaddis findings. (Note) the FBI refused to dig up her remains when we sent them our report March 30 2002. It wasn’t until Aug 25 2002 under public pressure they finally went in and dug up the cement slab and recovered Ashley’s remains. They also recovered Miranda’s remains and said absolutely nothing about the third body we located. Nor would they ever give us any credit for our documented findings. MSNBC Dateline TV show “Into Thin air” gave us 100% credibility.

So now you can understand that Politics and Egos repeatedly cost people their lives and fail to find the missing.

Two weeks ago a four year child found a missing Alzheimer patient dead in some berry bushes in Molalla, Ore. Three years after the victim disappeared and the Molalla police dept. “bad mouthed” our teams to the family so they wouldn’t use us. Now how bad it that? A four year old did the job the local sheriff’s and their SAR resources failed to. Again the same SAR Dog team that has failed over and over again was used on the original search for this older woman.

When do we say “ENOUGH IS ENOUGH”? When does the public force the sheriff to, ”ALLOW the family to call in PRIVATE RESOURCES IN to assist in the search”? If this was your son or daughter would you want us to wait a week or two or would you want us in right away?

INVESTIGATION.
To protect themselves and try to make themselves look better to the public after their many documented failures, the SAR teams I’ve talked about bad mouthed us enough to the media and the Oregon DOJ (Dept of Justice) that caused the Oregon Dept of Justice to perform a 2-1/2 year audit on our unit and record keeping.

When all was said and done, and thousands of tax payer dollars were wasted on this “Witch Hunt” investigation, I was found not guilty of any criminal actions nor was I fined for any wrong doing.

In fact, the DOJ helped me turn the non-profit K9 SAR into the worlds first private for profit K9 SAR unit. Did the media tell the public the outcome of the DOJ’s findings? “NO”. Why? Because in proving I was telling the truth all along doesn’t sell papers or air-time and makes the sheriff’s office look bad. Shame on them.

I’ve even taken a polygraph exam to prove I’ve been telling the truth. The results are available upon request through our office and shows I am truthful in my statements.

We now average 750 calls a year from around the world.

So now it’s up to the family to call us in privately to search for KYRON HORMAN.

The cost to them from me would be to cover my expenses. (Fuel). Nothing else. I’ll donate my time and efforts unless they want to pay for my services. (I’m not holding my breath on this one).

Gee, I wonder if the FBI, Portland Police Bureau, and Multnomah County Sheriff’s Dept would donate their hourly wages and expenses to do this search? Hmm somehow I doubt it.

Now remember I have total respect for all honest law enforcement. Even after all of this. Having worked in Law Enforcement I understand the pressures and responsibilities that go with the job. It’s when they abuse their authority and cost innocent lives, that’s where I have the issue.

That’s why I testified against the Ore. State Sheriff’s Association (OSSA) on House Bill 3093 as I was trying to update SAR standards in the state of Oregon from 1974 standards to 1989 standards. I was told by the president of OSSA that, ”if I testified against OSSA I would never be used by the sheriff’s in Oregon and Washington again:”.

I sleep well at night as I told the truth. My House Bill #3093 was supported by the Oregon Fire Fighters association, the Oregon State Police, The Oregon Mountain Rescue Council and the Oregon Nurses Association.

But to date, I’ve never been called in on behalf of the sheriff’s dept because,”I blew the whistle on how Politics and Egos cost innocent people their lives”.

I’ve worked around the world in major disasters and on private searches for missing person and still today work as an consultant to many government agencies to include NATO and the UN. I get results.
Now maybe you can understand why I’m so angry, disappointed and frustrated. Knowing that if we had been allowed in the search the very first day, we would have either found Kyron, or given the sheriff’s office detectives and Kyron’s family and friend’s definite answers to what really happened to Kyron so they could proceed in getting Kyron home.

I pray the sheriff’s office and FBI are successful in their search.
I also pray the family and friends read this and become educated enough to bring in our tested, capable, documented, and successful, search dog teams.

Maybe we can bring closure to this case.
